How does “International entries accepted” mesh with “Open to legal residents of the United States and the District of Columbia, 18 years of age or older at time of entry”?

Is it open to UK residents – rules say “Open to legal residents of the United States and the District of Columbia” – which seems like a NO
But above says “International entries accepted” …
